International Floorball Tournament
„Latvian Open 2015”
I Aim and goals
1. To popularize floorball both in Latvia and all over the world.
2. To promote the development of floorball in Latvia, to discover an opportunity for Latvian teams to examine themselves on international level.
3. To promote the teams’ preparations for national championships.
4. To create „Latvian Open” as the most popular floorball tournament in Baltic states.
II Organizers, place and time
The Floorball tournament „Latvian Open 2015” is organized by Koceni Sports Club (KSC) in cooperation with Latvian Floorball Union (LFU), Vidzeme’s Olympic Centre (VOC), the municipality of city of Valmiera and the regional government of district of Koceni.
The Floorball tournament „Latvian Open 2015” is officially recognized by Latvian Floorball Union and is mentioned by International Floorball Federation (IFF) as International Elite Clubs’ tournament.
Games are leaded by LFU licensed referees.
The Tournament dates are August, the 20th – the 23rd, 2015, in Valmiera and Koceni (the distance in between of arenas is about 3 km). The games will be played on 3 (three) standard size fields (40 m x 20 m) with Gerflor surface.
III Participants and Registration
In the International Floorball Tournament „Latvian Open 2015” may participate the teams in two categories (Men’s Elite and Women’s Elite), have sent in their team Notifications before August, the 6th, 2015, to e-mail address: info@latvianopen.com, and have paid the Registration fee 200,- EUR for each team in Men’s and Women’s categories, as well as the fee for 11 (eleven) Participants’ bracelets in each team, into the account of Koceni Sports Club. The List of players and the fee for additional bracelets to be sent in not later than August, the 13th, 2015.
In case of registration for the Tournament before June, the 15th, 2015, the Registration fee for one team is 150,- EUR. Clubs, coming with Men’s and Women’s teams, will get 50,- EUR discount from the total Registration fee for both teams.
The minimal number of players in the team – 10 (ten) field players + 1 (one) goalkeeper, maximum – 20 (twenty) players and 3 (three) officials. The team is officially approved for the Tournament, when it gets the written (e-mail) confirmation from the organizers.
All players and team officials must use Participant’s bracelet. The fee for one bracelet – EUR 5,-. The minimal number of bracelets in one team – 11 (eleven). If necessary, the additional bracelets will be available during the tournament in the office of Organizing Committee in VOC.
The registration for the Tournament is not allowed for the teams, ahead of settling all financial obligations to KSC, LFU, as well as to IFF.
Additional group will be organized from the invited Men’s teams. Division in groups and the procedure will be noted before July, the 20th, 2015.

Participants of the Tournament are responsible for their health, regular health examination, for insurance of their health and life. For under-age participants health examination and health care, and for insurance of their health and life are responsible their parents (or tutors) and leaders of their respective clubs and teams. The organizers of the Tournament are not take responsibility for accidents during the Tournament.
IV Procedure
- The games will be played accordingly the official IFF floorball rules. The game time will be 2 x 15 minutes (effective time).
- Players during the whole Tournament may participate only for one team.
- Team line-up with the names and surnames of the players, as well as the players’ numbers is to be submitted to the match secretariat at least 20 minutes before the match.
- In connection with Match penalty 1 – automatically suspension until the end of the match in question; in connection with Match penalty 2 – suspension until the end of the match in question and also for the next match; in connection with Match penalty 3 – the player’s suspension until the end of the Tournament. For each match penalty suspended player has to pay to the organizers at least 20 minutes before his next allowed to play match a penalty fee of 40,- EUR; otherwise he is not allowed to continue to play in the Tournament. The penalty fee in connection with Match penalty 3 is to be paid at least 60 minutes after the final match of the Tournament.
- The maximum of waiting time for any team is 5 (five) minutes after the scheduled time of the match. After that time the default result will be 0:5. Any team forfeiting two matches due to walkover, will be excluded from the Tournament and the results of all played matches of this team will be cancelled.
- The teams during the match are requested to bring all their belongings close to the rink. The organizers of the Tournament are not take responsibility for the loss of personal belongings during the Tournament.
- The organizers retain the right to change the published match schedule. In the case of such a change during the Tournament, the organizers will do their best to contact the teams affected, but it is the responsibility of the teams to check the official Tournament notification board in both arenas.
- If two teams for one match have similar color of game shirts, the team listed as the AWAY team in the official match schedule, is obliged to change.
- Protests should be delivered in written form to the Tournament secretariat in Vidzeme’s Olympic Centre at least 60 minutes after the match, being protested. The protest fee is 40,- EUR. In case if the protest will be refused, the protest fee will be not refunded. The protest will be evaluated by organizers of the Tournament and their verdict will be final.
- Winner in the group games will get two points; one point team will get for a standoff; but zero points – for a loss. A standoff in play-off matches will be followed by 3 (three) penalty shots, and if needed, – by penalty „sudden-death”.
- There is one time-out allowed to each team in every match.
1. MEN’S TEAMS
After the end of registration all teams will be divided into groups. Four matches for each team will be guaranteed.
1.1. If two or more teams after the group matches will reach the same amount of points, they will be separated by:
- the best amount of points, reached in group;
- the best goals difference;
- the best goals relation (scored/lost);
- the bigest number of scored goals;
- the smallest number of penalty minutes;
- lottery.
1.2. Play-offs will start 16 (sixteen) best teams, arranged from the 1st to the 16th. The ranking position will be appointed as follows:
- the reached place in group;
- the best amount of points, reached in group (%);
- the best goals difference;
- the best goals relation (scored/lost);
- the bigest number of scored goals;
- the smallest number of penalty minutes;
- lottery.
1.3. In the first round of Play-offs the 9th - 12th ranked teams will meet with the 13th - 16th ranked teams (9.-16.; 10.-15.; 11.-14.; 12.-13.); in the second round the winners will meet in 1/8 finals with the 5th - 8th ranked teams; the winners of 1/8 finals will meet in 1/4 finals with the 1st - 4th ranked teams; the winners of 1/4 finals will meet in semi-finals, and the winners of semi-finals – in the final. The losers of semi-finals will play for the 3rd place in the Tournament.

2. WOMEN’S TEAMS
After the end of registration all teams will be divided into groups. Four matches for each team will be guaranteed.
2.1. If two or more teams after the group matches will reach the same amount of points, they will be separated by:
- the best amount of points, reached in group;
- the best goals difference;
- the best goals relation (scored/lost);
- the bigest number of scored goals;
- the smallest number of penalty minutes;
- lottery.
2.2. Play-offs will start 8 (eight) best teams, arranged from the 1st to the 8th. The ranking position will be appointed as follows:
- the reached place in group;
- the best amount of points, reached in group (%);
- the best goals difference;
- the best goals relation (scored/lost);
- the bigest number of scored goals;
- the smallest number of penalty minutes;
- lottery.
2.3. In the first round of Play-offs in 1/4 finals the 1st – 4th ranked teams will meet with the 5th – 8th ranked teams (1.-8.; 2.-7.; 3.-6.; 4.-5.); the winners of 1/4 finals will meet in semi-finals; and the winners of semi-finals - in the final. The losers of semi-finals will play for the 3rd place in the Tournament.

V PROVIDING
Organizers provide a sports facilities, match secretariat, the time keeper, the referee, responsible for penalties, the field referees, medical personnel, as well as the organizer provides the consideration of public policy, first aid, fire-prevention and security arrangements regulations.
Participants, spectators and other persons, involved in the competition process, are obliged to follow the instructions, given by organizers, as well as to follow the general regulations of public policy and security arrangements.

Teams are responsible for their own accommodation. If necessary, the organizers of the Tournament will provide informational support (requests are to be sent in before August, the 1st, 2015).
AWARDS
- In Men’s and Women’s Tournaments, as well as in the Tournament of the group of invited teams, the first three teams will be awarded.
- The prizes for best players of the match will be awarded after each match.
- The special prizes will be provided for players of All Stars Teams of Men’s and Women’s Tournaments, as well as of the Tournament of the group of invited teams.
- The Awarding ceremony in VOC will take place 15 minutes after the Men's final match.
