I Aim and goals

1. To popularize floorball in Latvia

2. To promote development of floorball in Latvia, to find an opportunity for Latvian teams to examine themselves in international level

3. To promote teams preparing for national championships

4. To create Latvian Open as the most popular floorball tournament in Baltic states.  

II Organisers, place and time

Latvian Open 2012 is organized by Kocenu sports club in cooperation with Latvian floorball Union (LFU), Vidzeme Olympic centre and city of Valmiera.

“Latvian Open 2012” floorball tournament is officially recognized by Latvian Floorball Union and is marked as Elite club tournament by International Floorball federation (IFF).   Games are supervised by LFU licensed referees. Tournament takes place from 24th – 26th of August, 2012 in Valmiera and Koceni (distance between arenas about 3km). Games will be held on 3 standard size fields (40x20). Field surface – Gerflor.

III Participants and Registration

In the International Floorball Tournament “Latvian Open” can participate teams of any level in three categories (men, women and 40+) that have sent their team notifications till 17th of August, 2012 to the e-mail: info[at]latvianopen.com, and that have paid registration fee (175,- LVL (250 EUR) for a team in men’s and women’s categories and 70,- LVL (100 EUR) for a team in 40+ category) in Kocenu Sports Club account. Registrating team for the tournament till 2nd of July, 2012, registration fee for a team 140,- LVL(200 EUR). Clubs, coming with male and female teams, get 50 EUR off the total price (450 EUR).  Minimal number of players in the team – 10 field players + 1 goalkeeper, maximum – 22. The team is officially approved for the tournament when it gets written (e-mail) affirmation from the organizers.

Participants of the tournament are responsible for their health, regular health check, for insurance of their health and life. For under-age participants health check and care, life and health insurance are responsible their parents (or tutors) and their club, team leaders.  Tournament organizers do not take responsibility for accidents during the tournament.

IV Game rules

- Games are held by the official floorball rules of IFF . All games will be 2x15 minutes in length (time being effectively measured). The interval between the first and second period is 3 minutes. No time out allowed in the group matches. There will be time provided for warm ups before each game (~10-15min).

- Players may only participate for one team in whole tournament. Only players listed on the roster submitted to the organizers prior to the tournament are eligible to participate. Teams fielding an ineligible player will automatically forfeit the match and potentially face further sanctions.

- Team line-ups are to be submitted to the secretariat 20 minutes prior to the start of the match. Upon completion of the match the captain of each team will review and sign the official game sheet.

- If both teams have similar color game shirts, the team listed as the away team in the official match schedule is obliged to change.

- The organizers retain the right to change the published match schedule. In the event of such a change during the tournament, the organizers will do their best to contact the teams affected, but it is the responsibility of the teams to check the official tournament notification board at both arenas.

- Match penalty 1 leads automatically to suspension until the end of the match in question, match penalty 2 to suspension until the end of the match in question and also for the next match, match penalty 3 leads to the player’s suspension for the remainder of the tournament. For each match penalty suspended player has to pay a penalty fee of 40,- EUR to organizers 20 minutes before his next match, otherwise he is not allowed to continue playing in tournament.

- The maximum waiting time for any team is 5 minutes following the scheduled start of the match, after that the default result will be 0:5. Any team forfeiting two matches due to walkover will be excluded from the tournament and all played matches will be annulled.

- After changing please bring your belongings to the court. The organizers cannot take any responsibility for the loss of personal belongings during the tournament.

- Protests should be delivered to the jury or to the hall secretariat in written form not more than 1 hour after the conclusion of the match being protested. The protest fee is 40,- EUR. In case of the protest being refused, the fee is not refunded. The protest will be reviewed by tournament organizers and their verdict is final.

- Victory in group games gives two points for a win, one point for a tie and none for a loss.- A tie game in elimination matches will be followed by 3 penalty shots, if needed, penalty sudden-death.- There is a 30 second timeout allowed to each team in every game.- Not more than 20 players in each team during whole tournament.

1. MEN’S DIVISION

After registration is closed, all teams will be divided into groups. Each team will be guaranteed 4 matches.

1.1. If two or more teams have the same amount of points after the group matches, they will be separated by:

• The amount of points reached in mutual direct matches,     

• The score difference reached in mutual direct matches,      

• The amount of scored goals.

1.2. Play-offs will start from 1/16 finals, where group 3rd and 4th placed teams meet each other. Game winning teams step to the 1/8 finals, where they meet group 2nd ranked teams. Winners of 1/8 finals step to 1/4 finals. Winners of 1/4 finals qualify for semifinals. Winner of semifinals meet in the finals, but losers of semifinals play for 3rd place in tournament. 2. LADIES DIVISION

After registration is closed, all teams will be divided into groups. Each team will be guaranteed 4 matches.

2.1. If two or more teams have the same amount of points after the group matches, they will be separated by:

• The amount of points reached in mutual direct matches,     

• The score difference reached in mutual direct matches,   

• The amount of scored goals.

2.2. Play-offs will start from 1/4 finals. Winners of 1/4 finals qualify for semifinals. Winner of semifinals meet in the finals, but losers of semifinals play for 3rd place in tournament. Groups and game schedule will be available on tournament webpage www.latvianopen.com.

 

3. Seniors 40+

3.1 Participants

Teams consist of players, who are at least 40 years old at tournament start, for women’s teams – 35 years old at the tournament start.  It is also allowed to include in the team ladies, who are 35 or older at the tournament starting time. If senior team consists only of female players, rival men team must play with 4 field players and goalie.  It is allowed to include goalie that are 35 years old, for women’s teams – 30 years old.

After registration is closed, all teams will be divided into groups. Each team will be guaranteed 4 matches.

3.2. If two or more teams have the same amount of points after the group matches, they will be separated by:

• The amount of points reached in mutual direct matches,     

• The score difference reached in mutual direct matches,   

• The amount of scored goals.

3.3. Seniors 40+ tournament will be played in two days - 25th and 26th of August!

 

 V SECURITY

Organizers provide a sports facility, game secretariat, the time judge, the sentence  judge, field judges, medical personnel, as well as the organizer provides public order, health, fire, safety and  and regulatory compliance.

Participants, spectators and other persons involved in the competition process are obliged to follow the instructions from organizers, as well as the general public order, safety.

Information about the tournament will be reflected in tournament official website-www.latvianopen.com.  Teams are responsible for their accomodation. If necessary, the tournament organizers will provide informational support.

 

 

 AWARDS and OTHER

1.         In men’s, women’s and veterans tournament are awarded first three places.

2.         Special prizes will be provided for the most scoring players of the tournament

3.         The Latvian Open organizers will select winners in the following categories for each division - Best Forward, Best Defender, Best Goalkeeper

4.         Special prizes will be provided for best players of each game (will be awarded after each game)

5.         Awarding ceremony will take place 15 minutes after the final game in Vidzeme Olympic Centre.
